Indiana will become the 26th state in which Total Wine & More operates when the Nora store opens. Cooper said that the company has no firm plans to open additional Indiana stores, but it is “looking for opportunities” and “potentially there will be others.”

In 1991, brothers David and Robert Trone opened a 1,000-square-foot package store in Delaware, which was the beginning of Total Wine & More. Later, the company expanded to the Midwest and West after the original East Coast states were covered.

Total Wine & More had to sue the Indiana Alcohol and Tobacco Commission to gain permission to open a location in the state due to its out-of-state ownership.

As a result of Indiana state law, the commission refused Total Wine & More’s liquor licence application in March. The law stated that it could not issue a retail licence to a company unless at least 60% of the company’s common stock was owned by people who had lived in Indiana for five years.

Days later, Total Wine & More filed a lawsuit against the commission in the United States District Court for the Southern District of Indiana, claiming that the denial of the permit violated the commerce clause of the U.S.
